Team Charter

I have a question about the Team Charter. According to the current process, the Team Charter is the outcome of 9.1 Plan Resource Mgmt, however I believe it would be better to have this outcome at 9.4 Developing Team as the Team Charter should be developed with all Project Team Members I believe and at 9.1. the complete Project Team is not onboarded yet. Has anyone an idea why it is the outcome of 9.1?

Sabine, yes, the PMBoK agrees to your view by saying 'the team charter works best when the team develops it'.

'Best' means there can be other ways and some say the PM could impose an initial team charter. Which then should be an output of the resource management plan process.

It is also said that 'team charter can be reviewed and updated periodically'. So as you add team members you are able to adapt the team charter in following processes.

Keep in mind that the PMBoK is not a methodology but a guide. How you use it in a project requires tailoring. You decide when you create the initial team charter and if there is one at all.

And one example: You are invited to a rafting with friends over the weekend. You arrive at the river to attend the rafting kickoff and everybody is handed a team charter which includes safety and behavior requirements for the team.

Team Charter is similar to Project Charter. As in my actual work place we defined is "the contract" between all the people that will work in the project. So, the right place to have Team Charter is into Plan Resource Management because it will define ground rules between other type of things. Develop Team and Manage Team are the places where you "execute" what stated into Team Charter. The difference between both is while you Develop Team you will find some things could be updated into the Team Charter. Not the same when you Manage Team because at this time all must be clear mainly regarding ground rules.

Also remember that most artifacts in the PMBOK are living ones expected to be inspected and adapted, so one could expect a Team Charter to evolve through both Develop AND Manage Project Team...

Agree with the other panelists, all the processes in the PMBOK are iterative in nature and are continuously upgraded throughout the project life cycle. The basic team charter is an output of the planning process but can up updated during the Develop team process as one of the outputs
