How is organization governance can be call as enterprise environmental factor?

Organization policies, procedures are the key items, through which higher management governs the organization. When those are listed under Organization process assets.How is organization governance can be call as enterprise environmental factor?

Governance goes beyond policies and procedures - it includes things such as risk appetite, culture, levels of influence and more, and hence is better considered an EEF than an OPA.

EEFs are 'not under control of the project team', and organizational governance hence is an EEF.
OPAs include policies, procedures etc internal to the organization and may be changed by the project team.

For example, your internal project governance, as defined in your Project Management Plan, e.g. the orgchart, the change management process, the controlling structures may rely on historic examples in the OPAs, but you can tailor them to your project.
