Ownership of any entity’s personal data

Your data (either identifiable or anonymized) is your asset. In the present day setup, your data is mostly under control of data collectors, who profit from it at your expense. What changes in the present day system would enable an individual to manage and control their data …and may entitle them in revenue sharing?

What should be few major changes ...to facilitate design and implement of such a program?

BTW, there is an interesting twitter video by a company named Tectonix GEO showing real anonymized data of ‘covidiots’ impact in likely spread of disease.

This is about creating a true sense of data ownership and moving away from the "create once, replicate many, use many" model to a "create once, don't replicate, use upon consent" model.

The suggested model (create once, don't replicate, use upon consent) is a good approach. The primary factor for the popularity of the existing (create once, replicate many, use many) model is almost negligible cost. The higher cost of any alternative will be a big challenge.
However, once sufficient measures in place, it should address data-theft problem to a great extent.

Be careful with this because in Europe we have strict policies about data protection, we need consent to use the data, you should read the
general data protection regulation.

GDPR is a start in this direction and has a long journey ahead. The key factor for success of any such implementation is to have a mindset, where personal data is considered rightfully owned asset. The legislation can come afterwards and facilitate such concepts with suitable Guidelines and Rules.

True. Everyone is giving this away almost for free. The awareness about such a possibility (personal data as asset) needs conversations at all levels.
