Once the contract is signed, the core of 'procurement' is achieved, which is e.g. deciding to buy, pre-selecting sellers, defining the scope of work, receiving offers, selecting contractors and negotiating the contract.

Making sure the contract is delivered by monitoring performance and closing contracts is indeed monitoring the procurement. If deviations are identified, changes have to be handled, this is the control part.

Closing Process Groups is about to close the whole project or a phase. So, if you has to close all related to Procurement that will do in 4.7 Close Project or Phase.

In the Fifth Edition of the Guide there was a process called Close Procurements. This was eliminated in the Sixth Edition as that activity became part of Close Project or Phase as indicated by Sergio.
