I am in search of a business requirements template that doesn’t focus on IT requirements. Everything I’ve found is written from an IT development perspective.

My project is not about building or enhancing software.

Thanks.

I may be wrong but feel BRD ( business requirement document) is not always related to IT since its a plain Vanilla document capturing requirement elaborated by Business Users. So, I would advice it you to use the same template for any of your Project although not related to IT.

I have tended to use a similar template for business requirements whether it is a systems project or not. It's an MS Word document with some initial introductory paragraphs to set the scene followed by a table of requirements.

Have attached a basic version for reference if it helps. There are some references to development and testing but the basic principles and structure should be applicable to any type of project.

Julie, excellent suggestion you made for a generic BR template. I'll dowload a copy.
