I am looking to develop a Consultant Management Program for our department. We use lots of consultants, and don't have a structured way to manage our relationship. Specifically, how to onboard, encourage innovation, evaluate performance, and provide feedback. Struggling to find a good document or template to work from. Do you know of a good resource?

This sounds like a specialized vendor management SOP focused on a specific type of vendor. I'd start by checking with your own procurement department to see if they have a starting point for you before you reinvent the wheel...

Typically professional services are retained through contracts. Can I suggest you contact your provincial professional associations (Engineers, Architects) and see what they can offer as standard contract documents, some may even have typical contract management guidelines.

Management of your consultants (getting what you bought) is a component of procurement. You need a procurement plan not just someones else template or SOP. If that's all you're after log into the the PWGSC/PSPC web site and pick from their NPMS .(National Project Management System) documents
