The company where I am currently employed has just gone through an internal merger and is looking to create a PMO. Our home base is in Michigan with another office in Florida. there are many good PMO people in this community and at the same time many methods how to start a PMO, also depending on your situation and targets. It is an industry.
So I suggest you do some research and some basic rough definition about what the PMO should accomplish to be able to filter out the consultants and methods suitable for your case.
Could be hard if you expect someone to join you physically, on the other hand these virtual times open up the globe for you, if not having a hands-on consultant, then as an advisor and mentor.

Hi Kelly - I've actually build 4 PMOs including an enterprise-wide one (structure, process, tools) from the 'ground-up' for the IT Division of a multi-state client. I'd be happy to discuss that experience and others if you are interested.
