The company where I am currently employed has just gone through an internal merger and is looking to create a PMO. Our home base is in Michigan with another office in Florida. Before hiring a consultant, has the sponsor for this critical project drafted a charter that specifies the rationale for setting up the PMO as well as its expected mandate? That may influence the selection of an appropriate consultant to help to facilitate its implementation...

In that case, it is even more important to ensure there is a vision and charter for the PMO which all key stakeholders from both companies buy into before bringing a consultant on board as otherwise you will be paying them to work through alignment issues which should have been tackled earlier.
You may also want to engage an HR organizational design person to work hand-in-hand with the consultant as there are likely to be roles and job title changes.
