Benefits management needs to start before the program is formally initiated. In mature organizations, the methods by which benefits will be measured and verified are part of the business case used to authorize the program.
Over the life of the program, the Program Manager should work with the business executive primarily responsible for the program's benefits to ensure that the deliverables of the program are able to support benefits tracking and reporting. Also, if there appears to be significant erosion in forecast benefits, the Program Manager should not be afraid to escalate this concern to the appropriate governance bodies to avoid wasting valuable resources. When projects complete within the lifespan of the program, the responsibility for keeping an eye on their individual benefits realization might still remain within the program team, but as part of program closeout there should be a clean transition to a benefits owner.
