It really depends, but this is not normally information that you'd see in a resource calendar as the latter reflects availability rather than cost information. The two can be related - for example, an increase in billing rates starting January 1.
A lot depends on where or how the information is stored. For example, in MS Project, the resource calendar information is one set of data elements linked back to the main resource record and cost rate information is another.
