Core values are the essence of a company’s identity.
Establishing core values is a crucial part of every organization. It is what supports the vision and shape the organizations culture.
On a similar token PMO must develop a set of key core values to drive the Program Management Organization, which complements the organizations Vision & Mission.
In your opinion what are the key Core Values to drive a successful PMO? Saving Changes...
Values should be aligned with the purpose for the PMO and as that can vary by need, there is no universal set of values for PMOs. A fairly generic one would be "Deliver more value than you reduce" but beyond that, I'd suggest they would need to relate to the mission for the PMO...

I totally agree with your opinion, with no doubt. There is no preset Core Values for PMO. It all steams from the Organization Vision and Mission and it has to be aligned to serve the Organization goals.
I really liked your generic example of "Deliver more value than you reduce".
I was thinking in generic terms focusing from a PM standpoint.
We all know communication is very critical for any program success, transparency is very important.
So I was thinking Values like:
- Engagement
- Trust
- Leadership

Aligned with @Kiron´s comment above, I will not write something new if I write that PMO´s values must be aligned with organizational values. It is a "cascade" relation because a business unit has no sense to exists if the vision, mission and values are not created from organizational strategy.

agree with Kiron that it depends on the mission and purpose of the PMO which culture and its values are supporting the mission and purpose.
Also, I would expect normally the PMO culture is embedded in the organization's vision, does not contradict it, with a focus on the mission as contributing to the organization's mission.
If the PMO has a transformational mission though (like implementing PM standards, flattening a hierarchy, developing a PC in IBM's mainframe mindset), setting more transformational, aggressive values might be appropriate to support this crusade.
And overall, I would recommend to review ethical values (like the 4 from PMI's Code of Ethics), if they could play a specific role in supporting the mission, they should be followed anyhow.

I 100% agree that the PMO culture is embedded in the organization's vision and it must not contradict it, and contributing to the organization's mission.
The perspective I'm interested in is from a theoretical standpoint focusing only Program Management independent of the organization. I know this is not realistic, but theoretically speaking. To just focus on PM best values.
I liked what you said about the PMI's Cod of Ethics. This is in line with what I was thinking. THANK YOU! PMI's Code of Ethics focuses on these Core Values (Project Management Impact, Professionalism, Volunteerism, Diversity, Equity, & Inclusion, Community, Engagement)
From my point of view I was thinking of the following Core Values (Engagement, Trust, Leadership)
I really like your IBM Example. Thank you!!!, However, if we adopt a general mindset independent of certain conditions or organization mission. What in your view point are good Core Values for a PMO to have?
I agree with Kiron.
It depends on the company, its mission, vision, policies, etc.
