I believe that a PMO handbook should be customized to suit the specific needs and culture of the organization it serves, outlining its vision, mission, core functions, processes, and other essential elements. Prior to creating the handbook, it's crucial to establish a clear PMO functional statement that fosters understanding and alignment across all levels of the organization.
