There were similar exercises done previously where procedures/flow charts were documented in MS Word and uploaded in Sharepoint. However, the approach was not as structured as they've intended.

Why not extend your goal and consider not only your analysts but also the consumers who are expected to follow the policies.
The best SW I have seen for this was an app to present policies to employees but also a chat bot answering FAQ and hinting for policies to consider in a given scenario. In addition, by analysing usage data it provided analysts with insight into the usage and helpfulness of policies, and hence a enabled a continuous improvement.
Web based portals accessing documents in Word and .pdf are probably the most popular. Companies looking at the next technology are moving away from documents altogether and migrating to digital models using something like Cameo. Saving Changes...
