I'd hope PMs would lean towards the law of abundance as following the law of scarcity might lead to unhealthy competition between PMs (for specific skilled team members for example) whereas the law of abundance gives a PM the confidence to believe there is a way forward, in spite of perceived or real constraints.

from your explanation to Kiron, I think I understand better what you mean.
Law of scarcity describes the mindset of zero-sum games, competition, short-term gains and greed. We see it in (geo)politics, the marketplace, finance, wars. It is often related to unethical behavior, but supports the human value of (individual) freedom.
Law of abundance then is about a growth mindset, collaboration, sustainability and sharing. This is often referred to by agilistas as the target team mindset. And it is certainly preferred by most humans, we regard it as positive and ethical. It supports the human values of fairness, community, respect, humility.
It depends on the project and situation/context when you should use which mindset.
