In the world of project management, a steering committee typically provides guidance for a subset of an organization, possibly down to the project level, whereas strategic management is applied to the entire organization and focuses on organizational goals and objectives.

Strategic management is a competency or set of practices whereas a steering committee is usually a temporary entity established to help "steer" projects, programs & portfolios in the "right" direction.
