Kiron makes a very important distinction. Change management focused primarily on the configuration management of the products and tools to create those products is far more mechanistic than changing behaviors and the more people focused side of organizational change.

Sometimes there is significant overlap such as digital transformation efforts which have a big impact on the peoples' jobs, but the product management side is far more deterministic than the people side where emotional intelligence is especially important.

I am in line with @Kiron´s comment above. There is a difference between organizational change management and product/project change management. If you are talking about the last one then I am in line with @Keith comment because it is a matter of configuration control system where, in this case, I recommend going to IEEE standards.
