Senior Consulting Salary on the East Coast

Looking for input from the community. I have a client who is located on the East Coast and she is in between positions. She has held SVP, EVP roles in EPMOs, which are positions that are hard to come by. She has an opportunity to consult for a large company to stand up an EPMO. She has a wealth of experience in Business Transformation, M&A, Strategy, etc. Her question is - what should she consider as an hourly rate? Conversely, should she expect them to offer a flat fee based on SOW? I am based on the West Coast so I don't want to steer her wrong. Any input would be greatly appreciated.

North East the range can vary from $100-$200/hr

I honestly wouldn’t do a flat fee unless incentives for hitting certain goals or milestones were included but that’s tough as well because setting up an EPMO takes time and requires collaboration with many stakeholders.
