I haven't seen the "e" in lower case, but EPMO is usually an Enterprise Project (or Program or Portfolio) Management Office which provides services to the overall set of projects, programs and portfolios which the organization invests in.
This for me is the same as PMO then. I didnt get the difference in adding "E" of Enterprise.

Usually it is to distinguish it from a departmental or program-specific PMO. Large banks in North America tend to have EPMOs which work in conjunction with line of business specific PMOs.
