I recently became the PMO Manager to a small sized manufacturing company who focus on New Product Development.

Project Management has always been an afterthought and I am trying to grow it. Would love to have someone help me guide and create processes as I grow the department.

Any and all advice would be helpful!

Zachary,

wish you all the best.

Not sure if creating processes is the only or even recommended way to build your PMO. Think first you have to understand the reason why your sponsor appointed you and what the key issues of people owning projects are you can help to solve.

So, what I want to say: PMO is people business, not process business.
Especially in a small organization you do not want to be the guy who established bureaucracy. Rather you want to be the person who made the life (work) of people easier.

Zachary -

Having setup a couple of PMOs and supported multiple companies in establishing others, the #1 piece of advice I can provide is to treat it as a strategic project and manage it accordingly.

Start with a charter as that will provide you an opportunity to surface disconnects between your key stakeholders in their perception of the role or mandate for the PMO.

Not that there's anything wrong with that.
