There is no single best tool - it depends on the size and scale of the organization, how much your company is willing to spend and a number of other factors.

The bigger challenge with any resource planning tool is the quality of the inputs. You could have the most advanced tool out there but if functional and project managers don't ensure the inputs are accurate, complete and current, it will be garbage in-garbage out. And unfortunately, some of the more advanced tools are great from an analytics or reporting perspective but are extremely onerous from a data entry perspective which makes the likelihood of poor data much higher.

do not forget about culture building and how new hires will fit into that. The old saying goes we hire for skills and fire for attitudes. A good selection of HR will consider all aspects, technical and relational. Skills can be learned faster than behaviors.

I do agree with Kiron in that there is no single best tool so you should evaluate these tools based on your organization's specific needs and consider taking advantage of trial periods or demos to ensure they align with your resource planning requirements.
