Treat the creation of a PMO like a strategic project. Make sure you have a sponsor at a high enough level - ideally the CIO. Develop a charter which will reflect the PMO's mandate and scope of services and use that to gain alignment with your stakeholders. From there, let the design and implementation be an example of the type of PM disciplined delivery you'd want used for the rest of the organization's projects.

I highly recommend to check PMO Global Alliance's Value Ring Methodology, it is outstanding. Check their website and they were also recently acquired by PMI.
