DA is a toolkit and not a framework so it does provide options for addressing a variety of contexts including highly regulated environments. For example, the tactical tailoring factors do include the degree of regulatory compliance as a consideration. And when it comes to picking the appropriate starting life cycle and practices, the team would need to do so taking regulatory requirements into account. This might affect such things as their approach to testing and requirements management as an example.
