Governance bodies within organizations should review existing standards (PMIs amongst others) and then use those to guide the tailoring of their own methodologies. Also, tailoring happens at multiple levels - organizationally, potentially at the department or division-level, and then again at the team level to fit the specific context of a given project.
As to the "How", a toolkit such as Disciplined Agile can be used as a reference, but it comes down to the judgment of the PM and team.
