Roles vs. Skills/Mindset

In the movie Ratatouille, Remy the rat idolizes Gusteau the chef because the chef's most famous quote is, "Anyone can cook." However, Anton ego the food critic put it best when he says, "A cook can come from anywhere." This seems to be the same issue with project management. Maybe everyone can do project management, but I think it is better to say that a project manager can come from anywhere. When organizations want a project management mindset in their organization they should not expect everyone to be a project manager, but they should expect that a project manager could come from anywhere in the organization. How can organizations effectively instill a project management mindset and maintain project managers as distinct roles within the organization?

It starts with the leadership team (C-level) recognizing the value of project management and committing to pursuing excellence in value delivery. That will then drive decisions such as organization structure, roles & responsibilities, and their approach to portfolio management.

An ideal situation exists when all staff have a basic understanding of project management, specific staff within departments are comfortable and competent at leading small projects, and dedicated PMs are in place to run the more complex or cross-functional initiatives. Coupled with that should be defined career ladders and progression for folks in the PM career path and a demonstrated track record of delivery accomplishment for folks to progress into executive positions.
