IT PMO Structure (In or Out of IT?)

I've been tasked to look at my company's organization structure for IT Project Management. Today, the IT PMO reports up through IT leadership. This makes sense to me - ensuring we are aligned with the teams who complete the work and opportunities to build relationships efficiently. Has anyone seen any examples of IT PMO's reporting through an Enterprise PMO instead? If so, I'm curious how that structure/alignment has worked for you. Looking for specific input and examples for those who work in Healthcare.

I have seen dotted line relationships from departmental PMOs to enterprise PMOs but not a solid line reporting. In general, departmental PMOs would report into the leadership for the specific department they fall under.

Our Healthcare IT PMO has reported through IT for the past 15 years or more, and there are many other PMs spread throughout the org. I've seen multiple unsuccessful attempts to create a true enterprise PMO here, the most recent of which is finally getting legs. But even so, IT is still anticipated to remain separate. Because we've been an organized group longer, we are more mature in our processes. I don't think that our IT leadership wants to give up the direct access and control to a broader group across the org, and so far we've proven our worth. The level of technical complexity of our projects doesn't fit well with the more general PMs across the org, or with their lack of standard tools and processes. That could change over time, but it would take a while.

Usually IT PMO reports to IT Leadership, but if we think other way then Enterprise PMO help to eliminate conflict of Interest when prioritizing the projects, the ITPMO will still directly reporting to IT leadership and to Enterprise PMO for governance and roadmap projects.

Agree to everyone that IT PMO should report to IT mgmt.
They are initiating, sponsoring and funding the PMO.
Yet, I found it helpful if IT PMOs extend their sphere of influence into business, e.g. by helping accounting understand financial risk, ERM to see project risk and letting business have a say on IT priorities (in the context of IT portfolio mgmt).
Wider stakeholder empathy (or sphere of concern) should include businesses as recipients of IT services and support functions (HR, finance, legal).
