Overly prescriptive processes can have a negative affect as they may force projects to follow a delivery model unsuited for the specific context of the project.
In a prior job, I was responsible for various PMO documents governing change management. Our philosophy was writing the rules in such a way where they included the minimum requirements without being so prescriptive that people can't innovate and customize their approach. Indeed, a PMO within a Chapter could have benefits like ensuring the sustainability of activities beyond the tenures of volunteers, providing stability and improvement in governance by providing transparency and decision support, and supporting Board members, who often run operations. The PMO could become a steward for bylaws, policies and procedures, and the portfolio of projects and operational tasks.
