Always remember "Show me the MONEY!" when you are pitching any new idea. Put on your sales hat, figure out what approach to use on your leadership team - fear selling, solution selling, cost/benefit analysis, and put together a proposal.
You don't always need a dedicated quality team if quality is already built into other functions. If you feel it should be broken out discretely then you need to make the case for why.
Quality as a focus area is usually objective/quantifiable. As Kiron points out, make the case for why additional focus on quality is a business advantage. Second, why is that better achieved by a specialty group rather than being a function of other existing teams? Saving Changes...
