While you can't do without a number of different stakeholders including the team, sponsor, you as the PM, subject matter experts and others, without the customer's committed engagement you won't build the right product or service.

I do agree with Kiron but also this can be different from one project to another depending on the nature of the project.

There are both internal and external stakeholders in any organization. One could argue that the external stakeholder, i.e. the customer, is the always the most important.

But I believe for the bulk of projects, most important are those in the internal organization who approved the business case, provided funding for the project, and who outlined the expected benefits to be derived from the products of the project. They would know the strategic direction of the organization and would probably be well aware of customer needs. Typically, these would be members of the executive team, the project sponsor and the project owner(s).
