y question is that who is the float ownership in the project? Please consider that nothing was mentioned in the contract in this regard. Please note that I need a proof that is internationally accepte

Abbasali,
Schedule float should be owned by the project manager, who owns the schedule and would own any delays. Indeed, float is a concept from CPM and might not be shared in all projects.



I have not seen it mentioned in contracts, but it could be relevant to contract changes if you try to deliver a milestone earlier than contractually promised. A customer might be compelled then to demand a fair share of a cost reduction, which would be part of the negotiations around the change.
