PMO Customers are the most important input to the formation of a PMO. Do you agree?

On February 4th, PMI released the newly minted "Project Management Offices - a Practice Guide". The PMO Value Ring Framework is a big part of this, as is the new exam, study course and the PMI-PMOGA certification. 

The Framework holds that input from PMO Customers in terms of the PMO Outputs they value must be at the center of any PMO.

Every problem solving model starts with first defining the problem. The problems the customers want to solve are the fundamental reason why projects are chartered.

This is a case where customers WILL define the need unlike in product development where sometimes the need is created by the company. And when you consider that a PMO is formed and exists using the sponsorship, funding and support of a senior executive, then at a very minimum, that customer's needs have to be addressed.

Mike, I agree basically.
The guide defines customers very differently, from PMs to executives to external clients and partners. So it is good to know whom exactly you are serving as PMO, and if there are several, what the priorities are if you want to determine the 'most important' (in the end, you owe loyalty to your employer).
Maybe there is no most important since we are the masters of balancing demands.

The problem with this guide is the PMI tried to justify the creation of something that has no value because all the people need to know about to create a new business unit, call it PMO for example, is inside the business administration literature by mainly inside the business analysis literature. The answer to your question is that organizations are open and adaptable systems then this is the basement, the foundation, for all you need to know when working creating new structures. Nothing new below the sun. People like Bertalanfy, Prahalad, Ackoff, Bunge and others wrote and talked a lot about that.

Mike I agree. Customer feedback is indeed vital for a PMO's success. I've personally experienced the need to ensure stakeholder satisfaction with our PMO's perceived value. A focus on delivering tangible, valued outputs is essential.
