What is best practice for an institution that has a decentralised PMO Unit and wants to change? What is the best practice? is the benchmarking info that I can read?

There’s no universal best practice for changing a decentralized PMO.

The key is to focus on strategic coherence, not just structure.

Three things help every time:

  • Clarify what decisions must be centralized vs. local.
  • Create a light, shared governance layer (reporting, risks, dependencies, portfolio).
  • Use benchmarking only as inspiration the target model must fit your culture and strategy.

In short: don’t copy a PMO model; design the one that serves your organization’s purpose.

the company has been working on a decentralised project management office/unit. It now wants to centralise (basing this on that research has recommended that a centralised project unit is most valuable and effective). The organisation has about 1700 employees and the projects are either in training or IT software and hardware.
wanted to know what’s the best practice for it. At the moment the decentralised model does not produce best results .

Unam, I am not surprised, because for an organization of your size, a decentralized PMO model rarely delivers full value.

Establishing a single, enterprise-level PMO that sets standards, governs methodology, and provides shared services, while still allowing limited flexibility for specialized areas like IT and training, is a far more effective approach. A centralized PMO improves project visibility, consistency, resource allocation, and prioritization by introducing unified reporting structures, standard tools, and clear governance across the organization.

Many institutions moving away from a decentralized PMO find that a federated model works best, a central PMO sets standards and governance. At the same time, local PMOs keep delivery close to the business.
A quick maturity/needs assessment helps: what problems are you solving, what needs to be centralized, and what should stay local?
For benchmarking, PMI and PMO Global Alliance have good references and case studies on PMO operating models and transitions like this.

It is a matter of business strategy, not a matter of project/program/portfolio management. That should be consider as any other thing when the organization decided the strategy then if create new business structures adds value to it.
