How do you convince stakeholders to agree to a functional design of a complex project?

As a Project Manager, what strategies and approaches would you use to align multiple stakeholders and secure their agreement to the functional design of a complex project, particularly in situations involving competing priorities, risk and uncertainties.

"Secure their agreement" is a sentence hard to write. It's more about getting in balance with the organization's true needs. To do so a clear view of strategic plan and how the project is align with that. At this point, many projects fail due to misalignment; many are poorly justified.
When the project has metrics, the numbers justify themselves, and multiple stakeholders must understand them and have commitment to the organization before they have commitment to their own area. Many times, trade-offs must be made, and some stakeholders may be harmed.
