Military Outreach Funding Questions

I was wanting to know how a chapter goes about securing funding solely for its military community? Additionally what are the legal parameters we have to adhere to in order to accept donations that does not go out to the entire chapter? The goal is to secure funding for a military outreach initiatives (mentorships, certifications, scholarships, networking events, etc.) I would like to hear everyone's thoughts about how to do the legally.
