An important question.
I would add one further perspective.
In regulated environments, the primary decision is often not whether to use a public, private or custom LLM, but which categories of decisions the organization is prepared to support with AI in the first place.
Data classification is certainly essential, yet understanding the criticality of different decisions may be even more important.
Different decisions carry different levels of regulatory, operational and reputational risk, and those distinctions should shape both the governance model and the choice of technology.
In that sense, selecting an LLM becomes the consequence of an organization's decision architecture, rather than its starting point.
