Does your teams try to use Process Improvements to overcome technical or logistical issues?

Do you often try to improve processes as part of your project team activities when you run into a technical or logistical issue? For example, data transfer is taking days instead of hours, or the operations team's capacity is not adequate to handle future operational demands.

Of course we can create a Project Change Request (PCR) and ask for more money or more time or both, but is a best practice to think of better ways (i.e. process improvements)?
