Does anyone have any good resources for starting a PMO at a non-for-profit?

I work at a not for profit and have been assigned a task to create a PMO office. Currently, we provide basic project resources and do not currently have standardized tools and templates. Our organization has 3300 employees across Ontario, so we have a bunch of regional offices everywhere in Ontario.
We have a small team of 3. Where should we start this process?

You can start with taking stock of projects you would be executing. You can then distinguish the resources they will use. Then creating process for each of the resource. by resource I mean each and every bit, like human, hardware, documents, etc. This way you will also lay foundation for your change and configuration process. Slowly and steadily you will then tweak changes to the PMO working as it progresses.
