Usually the PM is assigned officially following the Project Charter Initiation. Project evaluation and choice among other projects are done prior to this and usually does not involve the PM. Do you believe the PM should be involved in this step and why ?

So what is your opinion about the early involvement prior to project initiation ?
Not necessary. PMs should focus on execution and should be brought on early enough to ensure their success and no earlier. The PM skillset does not compliment project evaluation at that level, more at the execution level. IMHO.

Oh I agree with you and this is usually the case. The purpose behind this discussion thread is to figure out if someone had an experience with PM's being involved in evaluation stage and if so, did it contribute in a way towards the project success.

Oh I agree with you and this is usually the case. The purpose behind this discussion thread is to figure out if someone had an experience with PM's being involved in evaluation stage and if so, did it contribute in a way towards the project success.

Yes, Project Manager should be involved in making key decisions like high level scope, Level - I Schedule and Class -V cost estimate during development stage. If the Project Manager is responsible for project success or failure then he/she should be involved in while making key project decisions during early stages.

Yasir, all the activites you've mentioned happens following the initiation of the project. What about before initiation and during preliminary evaluation ?

I have not experience where I am involved prior project initiation, however I think that earlier a PM is involved better is because he can give his contribute about feasibility, resource availability, etc and consequently probability of success or failure of the project.

Paolo, yes this is important I guess these happens immediately following initiation. What about before initiation, when the project is just a concept among other projects ?

I my point of view the early involvement of the project manager prior to project initiation it is a wise decision because of the ownership of the project. The manager will benefit from the mysteries leading to the actual project management

Sorry, I am thinking of lobbies, talks over business lunches, consensus building over the project management, in a nut shell the unstated/undocumented overview of the things to come.

Regarding your original question, Rami, i would say it heavily depends ... on the pm person, his/her background and experience level.
A long year, well experienced PM may add value in this early stage ... a fresh PM right before his/her first project wouldn't, i guess.
An ideal PM conultant to assist in this early stage would be a long, year, well experienced PM with BA skills or other way arround a well experienced BA with PM skills. Those persons really could at value here, i would say.

Just my 2 cents ...

What you've answered is very true when it comes to the PM adding value to the evaluation but do you think that getting him involved will increase his level of awareness of how the project was chosen and might add value to the project in the future such as during the planning phase ?
