Sooner is always better, that is a fact, however, involving the PM in the initial stage has some disadvantages as well. Sometimes all we care about is a signed contract.
From another angle, it depends on factors such as industry, organizational culture, organization size, project type and the project manager himself/herself. I could not identify the point of time where it is always the best the involve the project manager.

And that's exactly what i have answered Rami. Value is defined in the context of organizational culture. Involving the PM in the project evaluation phase is something to be determined based on the factors that I've mentioned (from my point of view). hope this helps now.

I think so yes, only because, assuming the PM was involved in execution and not sleeping the entire time, they have inputs to commit to the successful evaluation. The better question is what inputs is the PM responsible for in evaluation.
Proper evaluation should occur at intervals after implementation and review with stakeholders. I think the farther it is out post-implementation the less likely a PM can be practically expected to be involved.

I do not think PM should be involved in Project evaluation and selecting projects amongst many. Having PM would not add any value. These are part of the project sponsor and senior management role and they have insight into the organizational strategy (at a level) that a PM will not have.
Whatever PM will need to execute a particular project successfully in terms of "business value" or "objectives/goals" should be there in the business case and once PM prepares the Project charter what the objectives of the project should be crystal clear.

Not necessary. PMs should focus on execution and should be brought on early enough to ensure their success and no earlier. The PM skillset does not compliment project evaluation at that level, more at the execution level. IMHO.
