Nilesh: perhaps I did not understand your point but it is something meeting there. Why we need to start a project? Because we need to create a product/service/result which is the solution to a business problem that emerges when needs to put strategy on action emerges. So, somebody need to define the solution first where solution is equal to "the thing" to be created (product/service/result) PLUS the process to create it (the project). So, the decision do not rest on the sponsor or the management. It rest on the person who is leading the definition of the solution.

When it comes to Rami's question about 'involving PM in the evaluation process of project selection' (Correct me Rami, if I am wrong), my answer ramins the same about project selection. Reason is > this depends on the Organizations strategic objectives, if any of the strategic objective is not met then sponsor or management can approve deviation to accept the project not the PM. PM can be kept informed.
Personally, I think there is value in the PM being at arm's length of the prject evaluation and selection process.
The project manager should not be put in a position of chosing what project he/she should work on.
The big advantage of being involved is the early information you get on the projects, their benefits and the reason for their selection. Of course, this information can be shared without having to be part of the evaluation/selection team.

I am not sure if i got you right here; at the moment i tend to disagree here but may be you could be elaborate a bit more on this.

While is not a document standard for business case the most accepted format (in my scope of knowledge) has in one of the sections the name of the project sponsor and the name of the project manager.
