How as Project Manager we justify or verify the technology suggested and time frame given by our technical lead is appropriate.

How can we crosscheck or verify weather we are using the right technology for the project .We do have technical lead who has suggested the technology and time frame but how as project manger we cross verify it without involving other technical people.

You should consult your technical lead asking him the reasons for selecting this technology over other technologies,check the organizational process assets and see if there are similar projects executed,check with other project managers,do some research on your own.

i think peer review is key in order to ensure the technical lead is not taking a relaxed buffer for delivery.

If the technical lead did their research, they should have some kind of scorecard that evaluates different options and then highlights why the option they picked is the best for your use case. Ask to see their scorecard. If they don't have one, ask them to put their research into a scorecard for you. The scorecard should list all the requirements and how different platforms rate for each requirement. This will also allow you to check that all the right requirements were considered and weighted appropriately.
