BA is in charge of all related to help the organization to define the right solution to the business problem that appear when the need of transformation appear due to changes into the environment. Solution is composed by "the thing" to be created (product/service/result) plus "the process" (project) to create it. When the project ends the BA still remain active to monitor if expected benefits have been achieved. The PM plan, execute, control and close the project based on the work performed by the BA before the project existence, during the project execution in case of changes in the product/service/result to create and environmental conditions and when all related to product/service/result acceptance must be obtained to close the project.

From construction point of view, we do not deplh BA's on construction project after the project is awarded. They are involved prior to the awarding phase and during evaluation and feasibility studies.

Check the below discussion thread out, it reflects the different opinions sbout this issue:

I often see BA's championing the product on my projects. This can lead to effective conflict: as a project manager I have the triple constraint, whereby the BA is usually focused on the product scope and quality.

I need somebody to keep me in check so that I don't simply move past or smooth over product issues and concerns. That's what I expect the BA to do.

I would echo Stephane's observation that my expectation for the BA is often to raise points of detail in the management of scope and quality where I as the PM may at times gloss over. I also rely upon a BA to act as an extra set of hands in the production and maintenance of project documentation - particularly those involves intensive research such as content inventories or analytics matrices.

I worked on a project years ago with a BA who provided excellent documentation. She interviewed stakeholders and was able to provide me with valuable information to help the project. Oftentimes, having a BA is a luxury. In most cases, when I work on a project I find myself acting as both the BA and PM.

Agreed with Lainie. Having a BA is a luxury. PMs often need to act as both. I enjoy gathering and organizing the requirements, so I usually don't mind.

Customer always know what they want until they get what they said they want. Having in a team in such instances is essential to the success of the project. There are cases customers ACTUALLY know what they want, but still, even in such cases a BA still adds value to requirements gathering.

Just one comment: BA is not about requirements. BA is about the solution. BA starts working before the project exists and after the project exists. No project exists without something performing the BA role. During the project, because the BA has performed all related to product/service/result defintion the BA supports the project manager in all related to changes, any type of changes in product/service/result or external/internal environmental conditions.

BA's role is to insure client's needs are well understood and then well translated in developpers' languages. So we need them mostly to answer call for bids and during specifications, so at start of project. We often need good translators between business and development. And as said by Eric, PMs usually don't have time to focus on details.
