Why is there a CR for plan procurement management? versus no other planning activity issues a change request??

Very simple. CRs in procurement will have commercial impact that has more pronounced effect on project cost & may be on schedule as well.

I suspect it has to do also with the order of planning activities. Procurement plan management tends to be at the end of your planning, when your scope, budget and schedule have been defined.
