Project communication: utility of the assertive approach

We know that communication in the project is a critic and fundamental issue. Lack of effective communication can cause project failure.
We can approach communication in various manner: I'm interested to improve the assertive one which we can define as:
"Characteristics of human behavior which is the ability to express clearly and effectively their emotions and opinions"
Based on this definition and your experience I'm interested to know if you ever approached your communication in that manner and which were the results.
do you think that is a commendable approach in every situation? Why?
