Tools vs Techniques

I came across this question while preparing a PMP Quality Management class:

Tool? Technique? What's The Difference?

Seems that each time I teach, I just keep learning new things, incredible.

Excellent Question George..
My one point : Technique is way of using tool to get best results out of it. Process comprises combination of multiple tools and techniques.
I may not be 100% correct but this is the definition I can think of.

Technique: A defined logical sequence of steps applied using one or more tools to achieve or to deliver a product or result or service.

Tool: A tangible item used in executing an activity to achieve a product or result, for example templates, checklist, etc.

Since my expertise is quality, loved this example I saw on the web (By Simon), but I'm not sure if this is valid or not.

I would really like some discussion around this...

Quality Tools:
Affinity Diagram, Brainstorming, Cause and Effect, Control Chart, FMEA, Force Field Analysis, Histogram, Pareto Chart, Poka Yoke, Process Mapping, Project Management, QFD, Statistics...

Quality Techniques:
ABM, Benchmarking, Business Excellence, The Five S's, Hoshin Kanri, Kaizen, Lean, Plan Do Study Act, Process Management, Six Sigma, SMED, TPM, TQM...
Hi George,
you mentioned Hoshin Kanri. Do you have experience with this method. I am just in that situation where we have to think about policy deployment. Would be nice to share your experience.

technique is way of doing it
tool is helping apply that technique.

So for e.g : ITIL is framework (technique) ... BMC remedy, bugzilla, etc are tools which apply this framework to make your work easier.
Same is the case with PM : Scheduling is technique... MS project is tool which applies it.

Hope I am helpful in explaining it. but please correct me if I am wrong in understanding somewhere.
