Just to clarify my comment. I am not saying that the PMI´s Competence Framework is a "definitive guide". But I think that is a good point of reference. But if you do not follow the PMI way then as Mounir said IPMA is the leader in this area. I found that you can convine IPMA and PMI with no problem. Saving Changes...

In agreement with our Gurus Thomas and Segio - PMI has the PMCDF (Project Manager Competency Development Framework) but as Thomas pointed out it is from a few years back.
IPMA have just update their competence baseline and now they have ICB and OCB (Individual Competence Baseline and Organizational Competence Baseline) and they are good - extensive. The PMI talent triangle is probably "borrowing" from IPMA.
GAPPS also have Project Manager Standard
The nice thing about IPMA and GAPPS is that you can download their standards even if you are not a member. Saving Changes...
