I think one of the best universal project management "tools" or "techniques" would be thoughtful planning and reflection. PDCA.

My point is plenty of tools are in out there. I don't know that all are best tool, but alternatively try to get a suitable choice as ideal. I've been using Apptivo, it is ideal for what I want and worth for invest.

I led a large MS Project implementation with 500+ users (engineers and project managers). If you have complex operations MS Project is one of the best when it comes to scheduling. I would not use it for simple task management unless you are really large organization with a good budget for customization. MS Project is good for operational project management or management of complex workflows. Besides that you are better of with online PM tools or even SharePoint/Outlook task lists. By the way you can connect SharePoint tasks to Outlook or Access. Access can be used for a custom solution, but I would use online azure database in this case scenario.

Keep in mind:
1. Basically any out of the box project management solution is empty box and kind of garbage , customization and standardization is what makes it work.
2. Many corporate Project management implementations will fail, probably 50%. you really need to cross the boundary of what is possible and get over the edge of minimal critical working product.
3. 20% of users may like doing accurate planning required for scheduling but 80% will report lack of added value or just will not see value behind the administration burden.
