Here is the agenda for those interested:
PMI – Project Management Institute – Israel Chapter – 20th Annual Conference
Wednesday, June 8th, 2016, David Intercontinental, Tel Aviv, Israel
07:30 – 09:00 Registration, Breakfast Service, Networking Break
09:00 – 09:15 Opening and welcoming by Dr. Alex Dan, PMP - PMI Israel Chapter President
09:15 – 09:30 POY award, Grants awards
09:30 – 10:00 Knesset Member Elazar Stern, retired major-general as IDF Head of the Manpower Directorate – Leadership, Directing teams to success.
10:00 - 10:30 Ms. Michal Hovav, Strategic Programs Manager at Intel Corporation – How to manage a project successfully without knowing what the product is
“We started by digging a huge hole in the ground, investing over 6B$ over three years in building the factory there, to manufacture products we did not develop, in technology we did not invent yet, for markets that did not exist…” That is a quote of Intel CEO Paul Otellini from a 2008 interview. It summarizes the business model of the technology and production division of Intel.
The precise characteristics of complex industry mega-projects include measurements of risk, schedule, quality, budget and more. A technology upgrade mega-project at Intel Israel has an additional aspect – uncertainty of technology details and product mix and features. In this lecture, we open a window to the technique of managing a complex project over five years when the end product is unknown, demand is unknown, and the uncertainty is a central element in the project.
10:30 – 11:00 Mr. Boaz Tzafrir, CEO of Israel Railways – Managing Complex Projects
11:00 – 11:30 Coffee Break, Networking Break
11:30 – 13:00 Track Educational Sessions
Track 1 Construction and Infrastructure – moderator Mr. Avi Grossman, PMI Israel
11:30 – 12:00 Colonel Daniel Rod, Deputy and Acting Head of the Engineering and Construction at the Ministry of Defense – Advanced management techniques of mega projects and supporting tools
Daniel will present the department and areas of activity - professional authority and the execution department of construction at the Ministry of Defense. The division deals with initiating, planning and executing national projects worth billions of shekels, as well as the development and maintenance of existing buildings and infrastructure of the Israel defense, border protection, including the barrier in the Golan Heights, and the "Hourglass” project (Sha’on Ha’Chol) - construction of the border fence with Egypt and Jordan. To increase the efficiency and effectiveness of operations, the division has implemented advanced management techniques in the areas of contracts, planning and control, and promoting innovative methodologies and tools, based on integrated information systems for planning and execution control, including the BIM system. Daniel’s lecture will present the structure of the department’s mega-project progress tracking, the importance of supporting software systems as well as focusing on the management aspects of the “Shoham” project to relocate IDF bases.
12:00 – 12:30 Dr. Uri Shaked, CEO of C2 Ltd. and Chairman of the chamber of the project management engineers of the Israel Engineering Association - Integrating BIM systems in project planning and construction, and its contribution.
In his lecture, Uri will expand on the integration of a software system for contractor project management in design and BIM project management. The system enables a four-dimensional model based on two-dimensional design. The design allows extracting specifications and details, to produce quantities and working drawings, including time and cost detailing. During project execution, the system detects errors or inconsistencies in construction via final product pictures. It captures inspection and progress control including gap identification. Uri will describe how such a system helps the project manager and the development and infrastructure project management area in the aspects of scheduling, budget, risk, content, quality and more.
12:30 – 13:00 Mr. Uriel Fliess, General Manager of Shaar Project & Bid Management Ltd. - Quantitative and qualitative integration risk management model for mega-projects.
Uriel will present a qualitative-quantitative integrated risk management model for mega projects. At the beginning of the lecture, the "bow tie" model will be shown, targeted to formalize and precisely define risks, which will make it easier to prevent and / or reduce the risk in the next steps. The lecture will focus on the analysis and risk assessment. The conventional method of risk management is a qualitative approach, with its advantages and limitations. The quantitative method, which is less common, often produces opposition and concern, because of its complexity and scientific flavor. The model presented combines the two approaches in an integrated process, enabling the organization to utilize "both ways", and benefit from the advantages of each method. The message is that the implementation of an integrated system requires almost no extra effort beyond that current investment in the qualitative approach. The presentation will conclude with a case study demonstrating the implementation of the integrated model, its usage, and benefits.
Track 2 Technology, Hi-Tech, and IT – moderator Mr. Michael Schwartz, PMI Israel
11:30 – 12:00 Mr. Uri Nativ, VP Engineering & Site Manager, Klarna Israel – Software quality without testers. How is it possible?

Unmanned vessels above and under water are now a major focus of development in the world, and will take over many missions in the future, in the public and oceanography research and the military field.
In some, the world's fleets, unmanned marine, and submarine vessels are used for intelligence, scanning and recovery, communication, and for protection missions. In Israel, marine robotics is in full swing with great achievements. The world of autonomous devices has made a significant breakthrough in the recent years. The lecture will focus on challenges of short and long-term projects for use in civilian applications and several fleets around the world.

Topics such as strategic planning, scenario evaluation, and simulations, prioritization based on business features, flexibility, business features, stakeholder management and realization of benefits, are bundled in the portfolio and project selection process in the organization. These processes, involving decision-makers in organizations, have been successfully implemented using “Sciforma” at tens of thousands of customers in Israel and abroad.
11:50 – 12:10 Mr. Zohar Dvir, CEO, Simple Ltd. - "Upstairs, Downstairs" - trends in the world of project management tools.
In the lecture, we will be looking at a survey of the world's ten most widely used tools for managing projects, each of which has over a million users. We will explain the changing trend in choosing the tools; we will explain the four types of project management tools and why many managers prefer one type - the simplest type, which is giving up some of the capabilities but still brings high value on relatively small investment, in implementation and ongoing operation. Alternatively, in other words, became "masters" of the tool. During the lecture we will explain three of the ten project management tools, focusing on what each of them brings, to whom the device is suitable and how to implement correctly simple tools of this type. Attendees will understand the world of instruments to be able to choose a more appropriate tool for their organizing and know what they can expect from its implementation.
12:10 – 12:30 Ms. Irene Portnik, VP operations, planning and development, CAL Ltd. – Speedy business results in the short run - Lean dynamic design concept.
The world is changing fast. We want to explore every business initiative in the field as quickly as possible, to understand whether and how it provides value to the customer, and the organization produces business results and ensures that the team will adapt quickly regarding the procedure, organization, and computing. It requires different business and organizational thinking - dynamic design, done in stages, harnessing all the relevant stakeholders in the organization in fast cycles of design - implementation - test – match (PDCA). This approach enabled CAL to implement projects bringing quick business results.
12:30 – 12:50 Mr. Tsico Hefetz, CEO, Pantech management systems Ltd. - Games, BI and mega - projects.
Who among us has not face challenges in implementing project management systems? The technique is excellent and suits the organization. The tool was selected after careful evaluation; an extraordinary setup was carried out, and even the pilot succeeded. However, after a month or two, the information is not up-to-date, managers lose confidence in the system, and employees do not understand what is required. If only we could turn the project into “Candy Crush” and Clarity into “Angry Birds”, everything would look different. Gamification is a new field that embraces methods and tools used by game developers and converts them to the business world. We will present gamification methods that drive the stakeholders to update their project data on an ongoing basis and ensure the integrity and credibility of information and how different organizations implemented it. We will present BI applications that provide to all levels of management the powerful and flexible analysis of a vast amount of information stored in the project management system and produce business /operational insights. These applications are tailor-made for the world of project management and therefore we gave them the name PI - Project Intelligence. Both gamification and PI are innovative ideas. In our lecture, we will demonstrate applications and case studies of customers from various sectors who have implemented solutions based on the two challenges described in the lecture. Among others, we will share the implementation in a government office of a control room of national infrastructure projects.

14:00 – 14:45 Prof. Aaron Shenhar - The future is here – The Diamond beyond the Triangle
Modern project management changes are not just in technology, but, rather the concept and more mature approach to project management. On the one hand, the project manager must learn to manage with a more strategic approach, which includes taking responsibility for business results, and not just content supply in time and in cost, as well as, an increased emphasis on leadership development, while creating a vision, motivation, and inspiration for the project team. On the other hand, the new era is characterized by simplifying the traditional processes and reducing the operational burden on the project team. This is made possible by using a systematic approach to identifying and managing innovation in the project, and the proper selection of the vital processes required for the particular project while giving up on the other processes. The lecture will present relevant tools that can help create the change as has been developed through years of research of over a thousand projects.
