i think retrospective meetings also provide lot of inputs during project closure. So that during each milestone of a project,if we conduct team meetings on what went well and not, and also steps on improvement ,this will work as project learnings.surely it would be of great help for future projects,if the same team or same technology anyone is used.

Again,its my personal opinion.

Its imperative to conclude that stage as it will help you increase you proeficency on future related projectcs.

Replying to Karthik T
...
Thanks everyone for your inputs.

If lesson learnt updation is such a mandatory task for closing the project, then in the above scenario we can't close the project. So, how long a project can be in this state? What will happen to the resources allocated for the project? When can we release them?

In worst case, if we don't get any response from stakeholders on lesson learnt, can we get approval from project sponsor to close the project?

Hope I'm not thinking something irrelevant :)

I think "Lessons Learnt" activity needs to be followed internally in the organization so that in future projects we should not repeat any similar mistakes.
I guess Lessons Learnt doesn't directly relate with Project deliver or release.
Hope this make sense.

Documenting lessons learnt is a part of project closure, however it is also recommended to document lessons learnt at every phase. So, ideally you should have some inputs since the beginning the project. At the end of the project, it is expected to append/revise that documentation.
And as mentioned in the comments above, get inputs from the available stakeholders and finish the process.

Lessons learned need to be conduct, or we won't improve for the next projects.
So no project should not be close before lessons learned a done.
That should not be the only time lessons learned are done in the life of the project.
