About the cost overrun, there is going to be a presentation on July 8 about Lesson Learn in the Panama Canal Expansion.

As Thomas, and the NY Times article mentioned above point out, I indeed have a close relation to this mega project. I studied the intercultural collaboration between the project partners, wrote a thesis on it (available here: https://www.amazon.com/dp/9079787493/ref=cm_sw_su_dp), and deliver many presentations about my work in the Panama Canal Expansion Program. My focus is on how stakeholders deal with the (organisational, national, professional) culture aspects to enhance a collaborative relationship amongst them and as a result, achieve better project results.
Design, Build & Delivery refers to the contractor (a consortium called Grupo Unidos por el Canal - GUPC)'s responsibility for designing, constructing and finalising the third set of locks. In this project, they also have a Maintenance responsibility for a certain amount of years. Hi George:
I worked in similar projects, hydroelectric projects, and even though this one is by far more complex, the project had similar problems, mainly claims from the contractor due to the fact that uncertainty and very special requirements not taken into account during the bidding and design phases sub estimated the cost.

The Engineering News Record has done a number of articles on the Panama Canal expansion project that I find very interesting. They're not readily available to non-subscribers however. There have definitely been a number of dramatic external changes (primarily economic) that have occurred during the period of the project that may end up coloring it's perceived success (or failure). No participé directamente en el proyecto, sin embargo, por la forma en que se dieron los resultados, tal pareciera que los PMP's perdieron las dimensiones del proyecto y los costos se sobrestimaron, incurriendo incluso en fallas técnicas que pudieron ser mitigadas con un buen manejo de recursos y proyecciones.
