No participé directamente en el proyecto, sin embargo, por la forma en que se dieron los resultados, tal pareciera que los PMP's perdieron las dimensiones del proyecto y los costos se sobrestimaron, incurriendo incluso en fallas técnicas que pudieron ser mitigadas con un buen manejo de recursos y proyecciones.
Erick - gracias... Are you saying that even though there were challlenges, good mitigation techniques help the proyect to be successful?

Money is a good mitigation strategy to confront any issue successfully, not always the best. Mitigation starts by identifying the risk. In this case, a simple financial health analysis of the project cost interaction, as well as the contractor financial health and their income projection would have gave you a more realistic approach to deal with the project overhead issues.

The project came in two years late and about double the proposed budget...I believe the contractors low-balled the budget to win the work. There are some serious concerns about structural integrity and navigational safety in adverse conditions, which could decrease the benefits of this project.

Hi George, I would suggest reading Chapter 9 - Programme Management in Construction and Engineering in the latest version of the Gower Handbook of Programme Management. You may find a preview in google books.

George, I believe that your biggest concern has to do with success factors in the management of megaprojects. I would like to encourage you to revise the project management journal, where you will find peer-reviewed articles discussing this type of projects across diverse industries.

The only thing that was successful about that project was that in the end there was a canal built. It was a huge disaster from day one. Driving to completion does not make a project successful.
